I think the Moderator should get more commands considering they are staff.
They shouldn't be allowed to PvP, They should have permissions to the VanishNoPacket commands so they can spy on players and make sure everything is going right. You also need to add a jail and allow the moderators to send players to jail.
For example: If someone does something bad like...Disrespecting staff, They get muted/jailed for 10 minutes.
